A meeting of Croydon Parish Council was held on Wednesday 18 October in the Reading Room at 8.00pm.

Present:    Mr Wheeler, Mrs Hurst, Mrs Straw, Mr Hancock, Mr Wittey, Mr Sole, County Cllr Kindersley, District Cllr Elsby and the Clerk. 

 

Minutes:  of the last meeting, previously circulated, agreed and signed.

 

Matters Arising:

Cemetery:  The re-application has been sent in - no response yet.  Clerk contacted South Cambs District Council to check on the availability of free hedging plants for the cemetery.  The Council has to provide a sketch map of the proposed site for the plants and apply to Roz Richardson at CCC.  The plants are available until March - Clerk to action.

 

Village Matters:

Footpath Warden:  Mr Jenkins is arranging for a speaker to come and talk about the Parish Paths Partnership.

Leaflets:  Michelle at the QA is happy with the leaflet holder and is positioning it in the porch.  The current batch of leaflets will be dropped into the QA by Mrs Straw.

Bins/Collection Frequency:  Held over until the next meeting.

Lower Road:  Despite representations from both Croydon Parish Council and County and District councillors, there are no double white lines on Lower Road.  A meeting is taking place in Wimpole Village Hall on Thursday 2 November at 7.00pm, at which officers from Cambs County Council Highways will be present.  Mr Wheeler, Mr Hancock and Mrs Straw will attend on behalf of Croydon.

Larkins Road: CC Kindersley reported that there is no funding for discretionary expenditure, therefore there will be no work done on Larkins Road - he felt that the “natural” obstacles (edges deteriorating, road surface sinking etc) ought to be a contributory factor in helping to deter speeding.

PCSO:  Karla Verity is the new Police Community Support Officer - her mobile phone number is 07736086883.  She is based at Melbourn Police Station and her beat covers 10 villages.

December:  Agreed that the meeting will be held on 13 December, with festive nibbles in the Queen Adelaide afterwards.

 

Correspondence:

CALC:  Bulletins distributed - workshops -no interest.

North West Cambridge Area Action Plan:   Brought to Council’s attention.

Arrington Parish Council:   Council has been approached by Arrington Parish Council to see if Croydon would be interested in joining forces with them to find a site suitable for a recreation ground.  Several councillors believed that, last time this was raised, a previous County Councillor arranged with Wimpole Hall that the local children could use a section of the Hall grounds for recreational purposes.  Council has decided to defer a decision until the November meeting and will canvas local opinion in the meantime.

Civil Registration Service:  The service offered for registration of Births, Marriages and Deaths is due to be modernised.

SCDC Biodiversity Strategy:   This has been accepted and a link to it will be published on the website.

Gliding Club: The next meeting is to be held on Wednesday 15 November, which is the same date as our meeting.  Clerk to send apologies.

Gypsy and Traveller Development Plan:  Cllr Kindersley advised that a response to this lengthy document must be made.  Mr Hancock volunteered to read it and reply on-line as per the discussion which took place in Council i.e. there are no amenities available in the village, and the topography is such that a site suitable for caravans would be difficult to find.

 

Planning:

Hancock:  Permission with conditions for the extension at Catkins, High Street, received.

Cleghorns:  Permission for internal alterations/additions received.

Crail Site:   There is a possibility that the materials used to build the two houses do not have the written approval of SCDC Planners.  Clerk to write and ask for a copy of this.  Clerk to ascertain if the Footpaths Officer at CCC would consider putting a stile or gate across the footpath adjacent to Bedlam Cottages, which would prevent cars from the new development using it for parking.

Larkins Road:  Concern has been expressed about the increased traffic to 44 Larkins Road.  It appears there is a prefabricated office building there being used for business purposes.   Clerk to write to the residents and ascertain if the requisite planning and change of use has been obtained.

 

Finance:

Bank:   Balance from the statement on 29 September £561-67.
