A meeting of Croydon Parish Council was held on Wednesday 15 November 2006 in the Reading Room at 8.00pm.
Apologies: Mrs Hurst - away, Mr Hancock - abroad, Mr Wittey - illness, Mr Sole - meeting, County and District Cllr Kindersley - meeting, District Cllr Elsby - holiday.
Present: Mr Wheeler, Mr Martin, Mrs Straw and the Clerk.
Minutes: of the last meeting, previously circulated, were amended, agreed and signed.
Matters Arising:
Cemetery: The application to the Environment Agency requires a fee of £100. It was proposed by Mr Martin that a cheque for this be raised. All in favour. As there has been no response to Council’s request for hedging, Clerk will re-apply to SCDC.
P3: A copy of the Parish Paths Partnership information has been passed to the Footpath Warden.
Lower Road and Highways Meeting: Attended by Mrs Straw and Mr Wheeler. The CCC officers were questioned on the shortage of double white lines along Lower Road. Apparently the laws on this form of road marking are very strict, and Lower Road does not qualify in places as it is too straight. The October meeting is now to be held in December, but Croydon is still in the running. There is no chance of a speed limit on Larkins Road as the law stands at the moment, but there is a new ruling coming in which means a village speed limit can be extended. New ruling may also denote that Lower Road could be the subject of a “mean” speed limit, not 85%-ile as at present. In theory, this means that the speed limit could go up!
Village Matters:
Bins and Collection Frequency: Much disquiet over the fortnightly collection, particularly in the summer months when flies and maggots are a problem. It was felt that although a weekly collection would be much more preferable, SCDC’s financial constraints would prevent it. To be carried forward to the December meeting.
Arrington Parish Council: Chairman received one call in favour of a joint recreational area. Council felt that although the idea is good in principle, it would be impractical. Clerk to reply.
Round Your Way: A telephone call was logged whilst the Clerk was on holiday, but no written response. Clerk to write again.
Gypsy Questionnaire: Mr Hancock has replied on-line on Council’s behalf, as per the discussion at the previous meeting.
Correspondence:
CALC: About three years ago, CALC and the other five associations had a series of meetings with EERA. It was hoped to establish a local “voice” on regional issues. Funding has been secured for an officer to represent the member councils, and also to produce a newsletter. Feedback on the quality/usefulness/articles to CALC is requested.
CCC Senior Management Structure: Clerk to store, as it may come in useful.
Notes on Travellers’ Liaison Forum: Meeting of 5 October - paper copies have now been received - e-mailed copies already forwarded to Councillors.
Countryside Alliance: Working to save rural Post Offices - sent a poster for ours (which is closed).
Minerals and Waste Plan: It was decided that the Plan needs careful consideration. Barrington is mentioned in several places. The Chairman has volunteered to work through it, and report at the December meeting.
Clerking Services: A letter received looking for people willing to train as Clerks to School Governing Bodies.
Highways Questionnaire: Completed in meeting.
Inspire East: Inquiring if Council would like to be on their database. Not interested.
CALC: Notification of meetings and bulletins received and distributed. Clerk to attend a CALC meeting at Cambourne on 22 November, on behalf of the Council.
Planning:
Crail: Copy of materials approval received - it was agreed to raise the subject at the next meeting for a wider discussion.
Finance:
British Legion: It was resolved that, in pursuance of the power conferred by Section 137 and 139 of the Local Government Act 1972 (as amended) and being of the opinion that the expenditure satisfies the requirements of that section, the Council approves the payment of the sum of £16-50 in respect of a wreath for Remembrance Sunday. Proposed Mr Martin, seconded Mrs Straw - all in favour.
Bank Statement: Current account balance stands at £1339-37.
