A meeting of Croydon Parish Council was held on Wednesday 17 May 2005 in the Reading Room at 8.00pm.

 

Apologies:      Mrs Straw – unwell, Mr Wittey and Mr Hancock – away, Cllr Kindersley – other meetings.

 

Present:    Mr Wheeler, Mr Martin, Mrs Hurst, Mr Sole, District Cllr Elsby and the Clerk. 

 

Elections:  As Mr Martin had indicated that he did not wish to stand for re-election, it was proposed by Mrs Hurst and seconded by Mr Sole that Mr Wheeler be elected Chairman.  All in favour.  As there was no-one present who was willing to stand for election to the position of Vice Chairman, the election for this was deferred until the June meeting.

 

Minutes:  of the last meeting, previously circulated, were agreed and signed.

 

Matters Arising:

Cemetery:  Mr Martin and Mr Sole agreed to liaise with the Environment Agency regarding the ditch.

Lower Road:  The meeting on June 19 at 2.00pm regarding accidents/fatalities on Lower Road will be attended by Mr Wheeler.  Cllr Elsby reported that a representative from Tadlow would also be attending. (Andrew Pearson?)

Footpath:  Cllr Elsby reported that many of the maps available show different routes for the footpath by St Georges.  Apparently Mr Horsford can see no reason to move anything and it was him that put the gate where it is.

 

Village Matters:

Annual Meeting:  The Clerk recorded a vote of thanks to Zoë Martin for standing in at the Annual Meeting for her.

Fence:   It was reported that a parishioner was concerned that a fence between her garden and a farmer’s field was not stockproof.  She was advised by ACRE to lodge a complaint with the Parish Council, and the matter would be logged in the minutes.  Clerk to reply to the parishioner.

 

Correspondence:

Free Bus Travel:  Cross boundary travel now costs more!  Cllr Elsby advised that the cheapest way to travel is to purchase a Dayrider Plus at £2-10, which allows travel into Cambridge, and then the City Shuttle is free inside the city.

SC Strategic Partnership:  Circulated,

Byelaws:  A discussion paper on byelaws was circulated for discussion at the June meeting.

Books:  A circular received from Shaws – Clerk drew Council’s attention to the minute book offered, and felt it would be a good replacement for the old one currently in use.  Council to decide on its purchase at the June meeting.

CPRE:  Training on Local Development Framework offered.  There are now new rules.  Circulated – anyone interested?

Peterborough and Cambs CC Location and Design of Major Waste Management facilities: Circulated.

ACRE Parish Plan Questionnaire:  ACRE is asking Parish Councils if they are doing, or intend to carry out, research required for a Parish Plan.  At present Croydon will not be doing this.  Clerk to complete the questionnaire to this effect and return it. 

New Edition:  Charles Arnold Baker is now in its seventh edition and is available at £60-00.  Council decided against its purchase at present.

CCC Corporate Plan 2006 – 2009:  Circulated.

Disability and Sport:  Meeting on 23 May – other information circulated.

SCDC:  Parish Plan pack – circulated.

CALC:  Colin Tucker, Monitoring Officer fro SCDC, will be present at 17 June CALC meeting, and possibly also 24 June and 8 July meetings.

Bank of Ireland:  Offering its services – no thanks.

 

Planning:

Catkins:  Extension rejected.   Mr Hancock has contacted Cllrs Kindersley and Elsby regarding his dissatisfaction with the Planning Department’s handling of this application.

Croydon House Farm:  Appeal on Live and Work units set for 4 June.

 

Finance:

Bank Statement:  Balance on 28 April 2006 was £1346-80.

Audit:  Clerk has been notified that the external audit by Moore Stephens will be on 1 July.  Appropriate notification has been posted in the noticeboard.

Stocks:  Further forms completed for transfer of dividend payments to Barclays Bank.

NSB:  Following a decision at the Annual Meeting, a request for the sum of £2225-00 has been sent to the National Savings Bank.  A cheque will be sent to Council on 9 June 2006.

Invoices:  It was proposed by Mr Sole and seconded by Mrs Hurst that cheques for the following amounts should be paid:-  Insurance - £441-39,  Reading Room - £165-75,  Clerk - £1143-52,  Croydon Parochial Church Council - £225-00.  All in favour.  Clerk to action.

Reading Room:  It was proposed by Mrs Hurst and seconded by Mr Sole that the balance of the money allocated for the website set-up costs be re-allocated to the Reading Room improvements.  All in favour.  The website has only cost £26-00 to initiate, and Mr Wheeler was thanked for the work he has done on this.  The balance left is £474-00, which will be passed on at the June meeting, with the £500-00 already granted to the Reading Room.
