A meeting of Croydon Parish Council was held on Wednesday 15 March 2006 in the Reading Room at 8.00pm.

 

Apologies:      Mr Hancock – abroad, Mr Sole – unwell.

 

Present:    Mr Martin, Mrs Straw, Mrs Hurst, Mr Wittey, Mr Wheeler, County and District Cllr Kindersley, District Cllr Elsby and the Clerk.

 

Minutes:  of the last meeting and notes from February, previously circulated, were agreed and signed.

 

Matters Arising:

Footpath:  Possibly been suspended – DCllr Elsby still working on it, with Mr Lee.

Cemex:  The application for expansion at Barrington is currently on hold.  Situation will be monitored.

 

Village Matters:

Cemetery:  The Chairman met with a representative from the Environment Agency.  Council needs to apply to them for permission to put a pipe into the ditch.  Chairman will continue with the application.

Beaugrove:  Letters from both the developer and Seearo (lorries).  They stated that they were doing their best to keep the road clean, and disruption to a minimum.

Clopton Close:  The lay-by at Clopton Close is for use by 1-9 Clopton Close and also 1 and 2 Council houses (now known as 29 and 30 High Street). 

Agenda:  Annual Meeting agenda finalised.  Clerk reported that she may not be available for this meeting due to hospitalisation – the Chairman’s wife has agreed to take notes for her.  The meeting had no objections to this.

Lower Road:  Further to the application for some sort of speed reduction measures on the B1042 presented by Cllrs Elsby and Kindersley, Council will need a representative to speak at a meeting on Monday 19 June.  Cllr Elsby suggested presentation of accident facts would be a good idea.  Either Mr Martin or Mr Wheeler to attend on Croydon’s behalf.

Parish Plans Open Evening:  21 March at Over 7.30pm – 9.00pm.

 

Cllr Kindersley reported that Council Tax will be rising by 4.9%, which means that Cambridgeshire still has the lowest shire tax. County Council is cutting the highway maintenance budget and bus services are to be graded A to D for usefulness.  Cemex is not pursuing the planning application at Barrington.  The reason given was uncertainty about CO2 emissions.  It could have been that the level of opposition was so strong and organised that this scared them off!  Wimpole have told Inspector Ormerod about speeding locally, and the M11 is to be closed for erection of a gantry.  As there were no further questions for Cllr Kindersley he left the meeting.

Consultation on Public Path Order Application:  Applicants must demonstrate that a proposal to move a public path meets the legal test.

SCDCLDF – Objection Sites:  Cambourne, Northstowe, Barton Road, Trumpington.

Planning:

Reading Room:  Footpath to Reading Room – permission granted.

Gliding Club:  National Competition from 19 – 27 August 2006.  Little Gransden Children in Need is on 27 August as well.  Concern expressed about safety aspect. No objections to alteration of Condition 4 for the duration of the competition.

Wood:  Fenced riding area at Portelet.  A response of no objections was proposed by the Chairman, all in favour.

Hancock:  Annexe and garage at Catkins. A response of no objections, subject to any prohibitions of the village framework, was proposed by the Chairman, all in favour.

 

Finance:

Recycling Credits:   A cheque for £58-85 has been received from SCDC.  This is probably the last cheque for recycling that will be received, because of the budget savings SCDC has had to make.

Stocks:  Cheques received for missing interest payments.  Need to get last signatory on a form so that payments will be made directly to Council’s bank account.

Bank Statement:  Balance at 27 February was £343 - 64.
