A meeting of Croydon Parish Council was held on Wednesday 21 June 2006 in the Reading Room at 8.00pm.


Apologies:      Cllr Kindersley – other meetings.

Present:    Mr Wheeler, Mr Martin, Mrs Hurst, Mr Sole, Mr Hancock, Mrs Straw, Mr Wittey, District Cllr Elsby and the Clerk. 


Election:  At the May meeting, no-one present was willing to stand for election to the position of Vice Chairman.  Mr Sole was proposed for the office by the Chairman and agreed to accept - all in favour.

Minutes:  of the last meeting, previously circulated, were agreed and signed.

 

Matters Arising:

Cemetery:  Mr Martin and Mr Sole are still working with the Environment Agency regarding the ditch. 

Lower Road:  Mr Wheeler attended the meeting on June 19 at 2.00pm regarding accidents/fatalities on Lower Road.  The petition organised by Cllr Elsby was “noted” which in Council-speak means no action.  There was no mention of Lower Road in the October fundings.  Council will monitor the situation.

Footpath:  In abeyance - probably put on hold, but for how long?

 

Village Matters:

Fence:   Clerk has replied to the parishioner.

Hedge:  It has been reported that there are many unruly hedges in the village, spilling onto the pathways.  It was suggested that a reminder to keep them trimmed be put into the magazine and on the website, but not until after the nesting season.

Van:  Reports received of an untaxed van, possibly abandoned, at the car park by Hillside on Croydon Hill.  It was suggested that it might belong to the tenants of the premises adjacent to the car park.  Clerk to write and ascertain if it does.

 

Correspondence:

CPRE:  Anyone interested in the training on Local Development Framework offered?

CALC:  Offering professional training for Councillors and intensive 2 day training for Clerks. 

Books:  New loose leaf Minute Book offered by Shaws - Clerk to consider and report on its suitability prior to possible purchase.

Funding for Village Hall Projects:  Passed to Mrs Wheeler - Chairman of Village Hall Trustees.

Standards Committee Vacancy:  Vote was cast for Cllr Kelleway from Teversham Parish Council, as the only candidate to have undergone Standards Board training.

HGV Routes:  Circulated.

Directory of Services:  Domestic Abuse Victims - ask if QA Pub can display literature.  It was suggested that, in view of the amount of leaflets/literature that the Parish Council is asked to publicise, that the landlady of the QA be approached to see if she would allow Council to purchase some form of display stand or shelves that could be located in the pub’s porch.  Chairman/cllrs to action.

Arts:  Poster displayed - flyers to QA (?)

Police:  It has been brought to Council’s attention that there are a lot of distraction burglaries taking place at the moment.  Beware unexpected callers and do not let anyone into your premises unless their ID has been checked.  Keep back doors locked.

SCDC Village Housing:  Due to DC economies, there is no money available for surveys on housing needs in villages.

Gliding Centre:  Offering to publicise village items of interest for visiting pilots.

Cambridge Archaeological Society:  Poster to go into board - Mr Martin said they will come out and give talks if required.  Might be an interesting event for the autumn in the Hall.

Flood Booklet:  Aimed at businesses - passed to QA.

 

Circulation:  The circulation bag of correspondence is not reaching every councillor between meetings. It was suggested by Mr Hancock that items considered to be “for circulation” could be left on a table in the hall for councillors to peruse on the evening of the meeting.  This will be tried as an experiment from the July meeting pending councillors’ comments.

 

Planning:

Browns:  Application for a large agricultural building adjacent to the business units.  The application was considered at length and the following response was sent:-

“Council is concerned over the visual impact and question the intended use of the building, because of the possible consequences for traffic.” 

Proposed Mr Hancock, seconded Mr Martin, all in favour.

Crail:  Formal notification of the Tree Preservation Order at Crail received. 

Catkins:  Refusal of extension at Catkins.

 

 

Finance:

Bank Statement:  Balance on 30 May 2006 was £905-41.

Audit:  The Clerk and internal auditor both agreed that the accounts for the year ending 31 March 2006 are accurate and balance.  However, with “rounding” for audit purposes, the figures put into the Annual Return show a difference of £3-00 when quantifying with the previous year’s figures.  It was proposed by Mr Hancock and seconded by Mr Wheeler that Council adopts the accounts as they stand, recognising a £3-00 discrepancy, which is believed to be in the rounding.  All in favour.  The Annual Return was completed as required.  It was suggested that the Clerk speak with the auditors before the accounts are sent for the external audit by Moore Stephens on 1 July. 

NSB:  A cheque for the sum of £2225-00 has been received from the National Savings Bank and paid into Barclays Bank.

Invoices:  It was proposed by Mr Martin and seconded by Mr Hancock that cheques for the following amounts should be paid:-  Mr P Chilvers - £30-00,  Mr G Wheeler - £26-59, Croydon Parish Room - £ 973-41.  All in favour.  Clerk to action.
